Six departments jointly release 'Work Plan for Stable Growth of Machinery Industry' to promote high-quality development of the industry

Beijing, September 29 (Xinhua) -- The Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the People's Bank of China, the General Administration of Customs, and the State Administration for Market Regulation recently jointly issued the "Work Plan for Stable Growth of the Machinery Industry (2025-2026)", aiming to promote the high-quality development of the machinery industry and provide strong support for the stable operation of the industrial economy.

The Work Plan proposes to strive for an average growth rate of around 3.5% in the operating income of the machinery industry from 2025 to 2026, and to exceed 10 trillion yuan in operating income by 2026. At the same time, it is necessary to cultivate a group of competitive small and medium-sized enterprise characteristic industrial clusters and internationally competitive industrial clusters, enhance the resilience and safety level of key industrial and supply chains, and maintain a stable and positive trend in the operation of the machinery industry.

The Work Plan proposes 14 key tasks from 3 aspects, focusing on the coordinated efforts of both supply and demand sides.

One is to comprehensively expand the effective demand for equipment. Based on the characteristics of demand in the machinery industry, starting from both domestic and foreign aspects, five tasks are proposed to enhance the driving force of stable growth in the machinery industry, including deepening the potential of the domestic stock market, cultivating and strengthening new demand, focusing on expanding effective investment, promoting the digital transformation and intelligent upgrading of the industry, and deepening open cooperation. For example, promoting the green transformation of the economy and society, as well as the digital and intelligent upgrading of industries, can not only stabilize the foundation of foreign trade, but also open up new market space for the machinery industry.

The second is to enhance the supply capacity of high-quality equipment. In response to the current problems in the mechanical industry, such as insufficient integration of technological innovation and industrial innovation, and rising risks in the industrial chain and supply chain, five tasks have been proposed, including enhancing industrial innovation capabilities, strengthening the resilience and competitiveness of the industrial chain and supply chain, focusing on the development of intelligent equipment and systems, strengthening the leading role of standards, and strengthening the construction of quality brands. By accelerating the cultivation and development of new quality productive forces, enhancing the supply capacity of high-quality equipment, and leading and creating demand with high-quality supply.

The third is to stimulate the growth vitality of the industry. In response to the increasing operational pressure on enterprises in the machinery industry and the need to improve industry governance, four tasks have been proposed: cultivating high-quality enterprises in a gradient manner, promoting regional coordinated development, increasing efforts to assist and benefit enterprises, and creating a good development ecology. Continuously improving the capabilities and levels of service enterprises, further enhancing the endogenous driving force and vitality for the high-quality development of the machinery industry.

To ensure the smooth implementation of the Work Plan, the six departments have also proposed three safeguard measures.

One is to strengthen overall planning and coordination. Strengthen departmental collaboration and central local linkage, encourage local governments to introduce supporting policies, and leverage the bridging role of industry organizations and think tanks to provide excellent support for enterprise services.

The second is to increase policy support. Implement various tax preferential policies, reduce the comprehensive cost and tax burden of enterprises, increase financial support, and encourage equipment enterprises to carry out technological innovation and equipment updates.

The third is to strengthen operational monitoring. Establish a risk warning mechanism for the operation of the machinery industry, strengthen monitoring of key areas and regions, and timely coordinate and solve problems that affect the stable operation of the industry.
