The new national standard coatings, which will be implemented from June 2026, integrates and upgrades multiple old standards, strictly controls harmful substances such as VOCs, and covers all scenarios architectural and industrial coatings, forcing the industry to transition to green. Companies need to complete product testing and formula adjustments during the transition period. On May 30,2025, the State Administration for Market Regulation and the National Standardization Administration officially released the GB30981.1-2025 "Limit offul Substances in Coatings Part 1: Architectural Coatings" and GB30981.2-2025 "Industrial Coat" two mandatory national standards. The new standards will be officially implemented on June 1, 2026. The biggest highlight of the new national standard this time integration and upgrading, strictly controlling pollution from the source. In the past, multiple industry standards were scattered, and there were many inconveniences and loopholes in the application process, the new national standard for the first time achieved standard system integration with the two major classifications of "architectural coatings" and "industrial coatings", covering a extensive scenario. Specifically: 1. New standard for architectural coatings (GB30981.1-2025) It the original GB18582-2020 "Limit of Harmful Substances in Architectural Wall Coatings" and GB38468-019 "Limit of Harmful Substances in Indoor Floor Coatings", adding control over the supporting auxiliary materials of architectural coatings, including putty, color, thinner, curing agent, etc., while clarifying the decorative and protective coatings applicable to walls and floors, but does not include waterproof coatings and sports field coat. 2. New standard for industrial coatings (GB30981.2-2025) It replaces 5 old standards, including the in the fields of woodware, vehicle, toy, industrial protection, and ship coating, and adds control over auxiliary materials of industrial coatings, covering multi-substrate coat such as woodware, metal, and plastic, but does not include aerospace, nuclear-grade, and military equipment coatings. It is worth mentioning that the new standard unifies and raises the environmental protection threshold, further reducing the content of volatile organic compounds (VOCs), heavy metals, and other pollutants. In particular, more requirements are put forward for traditional solvent-based coatings with high VOC content. For different categories such as solvent-based coatings and water-based coatings, VOC limit value for specific types of coatings is added, and the limit standard of some existing categories is lowered (such as the VOC limit of some solvent-based products industrial coatings is reduced by more than 20%). The release of the new national standard is a milestone from industry reshuffle to green transformation. There is still transition period of one year now, and these actions are urgent: Compare with the new standard requirements, and comprehensively test the VOC, SVOC, biocides and other indicators of existing products; especially the auxiliary material production enterprises, need to complete the adjustment of components such as benzene series and formaldehyde before June 226; in addition, communicate with raw material suppliers to ensure that resins, solvents, and additives comply with the new standard requirements.
